🇨🇦 Canada immigration updates
We’ve had a busy week in the immigration department. The public pressure to reduce (or at least control) immigration numbers has finally pushed the government to announce significant policy changes aimed at balancing economic needs with housing and social infrastructure:
🔏 Lower PR Targets: Canada’s 2025-2027 plan reduces permanent resident targets, aiming to ease housing pressures and stabilize population growth. New targets are 395,000 in 2025, 380,000 in 2026 down to 365,000 in 2027.
🧑🏭 Focus on trades, healthcare, agriculture & technology: Permanent resident admissions in the economic class, where the biggest shortages are will account for 2/3 of all permits. This is Canada’s way to draw the most qualified professionals in the most critical industries.
🙍 Temporary Resident & Student Visas: Canada aims to reduce the temporary resident population to 5% of the national population by 2026, down from the current 6.5%. Study permits will be reduced by 10% in 2025, limiting the number to around 437,000 from the 2024 target of 485,000. The plan is to maintain this cap into 2026, with work permits also restricted to prioritize certain fields and family members.
🩺 Ontario Medical School Policy: From 2026, Ontario will restrict medical school admissions to Ontario and Canadian residents, with 95% of spots reserved for Ontario locals. This is part of a provincial effort to increase local primary care availability by supporting residents committed to practicing in Ontario
🇫🇷 Francophone Focus: Targets for Francophone immigration will increase to meet labor demands and support diverse communities. Want to increase your chances? Learn French!
Our take: overall it looks like the government is trying to appeal to the popular requests, rather than thinking through the economic implications of slowing immigration. While curbing immigration will help stabilize real estate prices, and, hopefully, inflation, the shortages in the critical sectors will become even more apparent.
It is a short term solution, which will force businesses to do more with less. This may have even heavier implications on the economy. The counter argument is that this is a first push in forcing Canadian businesses to work smarter and rely less on labour, and more on technology and automation.
